Brake/Steering failure on 706d

I recovered a 706 Diesel that sat for over 30 years in the woods.I got it running, new belts, hoses, tires , wiring, etc - a ton of work.
Now the steering quit. No response while running unless I spin it a lot, then it turns, but is stiff - that was working fine. Now that I
have it moving I also don't have any brakes at all. Not sure if they worked before the steering issue as I had one tire and 3 rims on the
ground then.I added Hydraulic fluid and bled the brakes. What would cause both issues?

Well since i am NOT there , lets start off with Does the three point or fast hitch go up and down?? does the PTo work under a load ?? If the above does not work then the problem is the IDPTO drive and will requier a NEW input shaft seals and bearing and a new clutch and pressure plate and bearings. If the above is working then first change the Hyd filter , check the filter cover for flatness at the bolt holes and install a new gskt . Next make sure your hyd fluid level is at or above the full mark. Statr the tractor and run the engine at 1800-2000 RPM and turn the steering wheel to the left and keep turning as this will bleed any trapped air . IF the MCV pump is in decent shape . NOW IF you still can not get it to take prime then you can apply air pressure to the dip stick/ fill hole while running but when doing this and she does take prime what ever you do do not just pull the blow gun and rag away fast YOU will regret it . Bleed the air pressure off slowly . If this does not work then NOW YOU NEED A BOOK because your going to have to get into the MCV valve as you could have a stuck flow divider or pressure relief valve and or install a new MCV pump. As like i said i am not there to run some tests .

I'm not hooked up to anything but the 3 point goes up and down fine/fast with me standing in it. the PTO come on/off, but isn't hooked to anything yet. If the move the wheel enough to build pressure I can steer it, but I have to keep steering right.left/right all the way. If I stop steering it looses prime and I can't steer again. Going straight the wheels just follow the lay of the land and wander free.
Hydrolic filter....hmm, where is that....

OK, found the filter location and confirmed it at this site: https://www.redrunrite.com/no-power-steering/

It looks low, will I loose all the fluid in the rear end?

No, about a gallon or so Catch it, it will be a mess. The brakes are powered by MCV (multi Control Valve) output, and MCV pump pressure. The Vet is
spot on. I would over fill the trans by 5 gallons (not a typo) they can suck air, and 5 extra covers the air leak. Jim

Ok anyone got the filter number? I'm out now and could grab one.

Just a follow up - Yes - it was the filter clogged as well as the by-pass screen. I replaced the filter and cleaned the screen in gas - everything works perfectly now.
