surging

I have a 51 Farmall C, when i start it the engine surges. Replace carb. Dont know anything about governor. Any help will be appreciated. thanks

On the linkage there should be spring that is there to sort of stop that problem. By the way does it do it all the time or just at start up and when warm it stops?? If only at start up then I bet choking it some will stop that problem. My BA does that at start up but stops once it has run a few minutes
