Super H starter

My starter on the super H does not engage the flywheel. I took the starter off and use battery jumpers to activate the starter. The gear seems to move outward. The one thing I notice is I can move the starter gear out but should it not lock at the end of the shaft. I actually took the starter apart and removed the starter motor. There is a heavier spring held in place by two rings and bolts. I am not figuring out how this works is this spring suppose to expand and push out the starter gear. If someone can explain how this all works would help me a great deal. The starter gear and flywheel are worn some but teeth good enough they should be engaging. The started has been converted to 12 volts. Thanks for any help that anyone can give me.
 
It's an "inertial starter drive", as the starter motor rapidly spins up, inertia holds back on the rotation of the gear, and causes it to screw towards the ring gear teeth, once it "catches" it's held stationary and finishes extending, at that point tuning the engine.

The big spring exists to "cushion the blow" when it grabs.

The worm threads on the drive need to be clean and dry for this to work.

As soon as the engine "catches", and drive gear speed exceeds starter speed, the process is reversed, and screws the drive gear "out" of mesh with the ring gear.

If it is a newer-style "positive engagement" drive, it is locked from kicking out until the starter and drive reach a much faster speed.
 
Turning that gear by hand, it should turn out to the end of the starter, and then turn the whole armature of the starter. If it keeps spinning free after it reaches the end of the shaft, it's broken.

New starter drives are about $40, and not too bad to change. Hardest part is getting the armature past the brushes putting it back together.

There is a new "clutch" style that people say is better than the old bendix style which is probably what you have.
