IH 784 German Diesel hydraulic problems

Hey guys I have a international 784 diesel tractor with a front loader it is having hydraulic problems. Ive done some hydraulic testing. I have flow rated the pump at the aux valves I only have barely 10 gpm @ 2000 rpm ive read in the service manual that you should have 12 gpm this kinda tells me that I have a hydraulic pump issue, Old tractor equals gear pump, while operating loader at a idle it will not move you have to give it a little fuel to be able to run the loader. I also plumbed a gauge into the aux valves and at high idle i do get 2000 psi, but while flow rating it wont even break 1700 psi

Well IF you are getting 1700 at 10 gal flow on a knowen GOOD gauge at operating temp then ya got a weak pump . And your 2000 PSI reading could be given by a bad gauge . Are you running this test with a true Flow rater or is it a home brew flow rater ?? If your pressure test at the remotes shows 2000 COLD then you could be getting that reading even with a weak pump COLD . I do flow tests at operating temps. On a large frame tractor it can take me 15-20 min. to get the hyd. fluid up to operating temps and you can watch flow and pressure drop off as your warming them up.
 
Those tractors should have 2500 PSI, on the hydraulics. According to tractor data and our 574 does have that, as well as our 674. These are older models of the same tractor. So I would doubt yours would have less with things in correct condition.
With only 10GPM and 2000 PSI. If the filter is clean,oil level is up . I would say the pump is bad or your relief valve is.
