F-14 steering column

The steering post of the F-14 I am hoping to restore is solidly seized--won't turn at all. I have taken off the gear box and gear on the top, soaked everything with penetrating oil and applied heat. It has not budged so far. Anyone have any tricks to get it loose?
 
I to pulled in an F-12 that the front bolster was seized. I worked it with lube and put a 6' pipe trough the wheel fork and could not get it to move. I swapped another bolster and put the bad one aside for another day.
I believe the lower bushing to be the problem as the shaft is open to weather above that bushing. water and time rusted it. I think with some torch heat it and lots of lube it would come loose.
