International harvester 424 no start

My diesel IH was running fine last fall. Ran it out of fuel so I let it set until this last spring. Got it fueled and primed back up again. Now it won't turn over but a few revolutions. Replaced the starter, check the battery and battery connections and cables. Still can't get it to turn over good enough to start. An thoughts or suggestions will be greatly appreciated.

If the battery is good (not doubting it) and the starter is new, cables/connections good, what could be wrong. Well if the engine is partially stuck,
or has internal friction it would act that way. A bad starter switch/relay/solenoid would also do it. If you know how, pull starting might be a good
way to assure it is in the starting system, and not the engine. A starting amp gauge (held to the battery cable as the instructions show) should be 150
to 200 amps, if less, or more, the issue could be electrical. Jim

Hi on the 424 Diesel, you have to have a battery than has sufficient capacity to heat the glow plugs and run the starter so the engine turns about 80 RPM or it will not start.
As the other Jim said make sure all your battery cable connects are good including the ground cable. Since you ran it out of fuel the cylinder walls could be dry making it more difficult for starter to crank
engine.
