Super M D starter

My son has a super MD that he is fixing, he had starter rebuilt put on tractor and it grinds like the pinion is not contacting the ring gear. We have measured the distance from bell housing and distance the pinion travels and it looks like it should engage by 1/2 inch, but grinds instead. Could starter drive cause this or what are we missing?

The starter drive is also different, if rebuilt and attention was not paid to this factor it may just be the drive. Jim
 
On a SMD two different starters and two different center housings were used. Stage one SMD or ones with a clutch housing casting number on housing with 4 numbers ending in two letters used a starter without a starting switch on it. Due to mounting distance from crankshaft center line hardly any other starter will work on those out of the box. Stage 2 SMD use a center housing with a casting number with 6 numbers followed by R1. Lots of IH starters can be made to work on those but the original type with saddle switch on top is not to plentiful. Mixing parts for the two housings and starters can lead to trouble. Don't know if this is the problem without seeing parts. If I remember correct IH at one time used the later center housing as a replacement on MD and stage 1 SMD and a special starter nose was used for those changed.
 
Found the problem 10 tooth pinion instead of 12 tooth what it should be.
