Is this the correct governor spring? It don't seem to do anything. 2 1/2" OAL, 1 3/8 of coils, .108 wire diameter, 13/16 outside diameter of coils. The tractor will idle ok but as soon as you open the throttle the slightest it goes wide open uncontrollably. I know the connection to the carb is in the slot where it belongs. The spring is all lose

Spring isn't the issue.

It's correct or reasonably correct.

Spring pulls throttle butterfly OPEN, as speed increases, centrifugal force acting on weights fights the spring and CLOSES the throttle butterfly.

Something is wrong so that the weights can't counteract the spring and control speed.

Are the weights intact, including the "fingers" that act on the thrust bearing and sleeve, transferring the motion of the wrights to the fork?

How about the thrust bearing and "fork"?
 
If sure all the linkage is intact and positive the throttle shaft is in the carburetor slot. Spring looks like the original type. If the fork that rear of spring is connected to is all the way at idle you may have a governor weight issue. One hanging down is kind of far out if at idle. Top stop bolt should contact housing when fork is in idle position though, so maybe fork is not all back or stop bolt wasn't adjusted. Should be able to spread governor weights by hand and push fork to rear or try to stretch spring if throttle linkage to governor is holding it forward through the spring. Looks like a lot of wear on some parts of the governor.
 
I'm sure it has wear and it is obvious that someone has been at it before I got it. When I get a chance I will try some of the suggestions. Is there a published procedure to set up or adjust the governor?
