Sticky valve?

What do the experts think about this vacuum reading at idle 500rpm? Seems too little of a movement for a sticky valve. I was told it was a good running engine by a non tractor professional mechanic.
(There are nocks in the background that are not from the engine, don't know what got picked up)

Sounds good to me, watch and see of the carburetor throttle arm is drifting slightly, in sync with the gauge movement (governor action).
 
The arm does move time to time but once the governor is satisfied this is what it looks like. I think I may adjust the valves again using Jim N's technique rather than TDC doing 1,2,3,5 then turn and do 4,6,7,8
It was suggested his method was more accurate.

Thatvariation is very normal. The governor is hunting a little, but those variation readings are not in syncronisation with engine speed/RPM. there are no sticking valves, they would show a pulse of lower vacuum that spiked into the 10 to 15
Inches range. A vacuum gauge is good to watch for 10 minutes, but will bore you to death all other times. (I would replug the manifold and move on to the next thing. Jim
 
Thanks Jim, I wanted to check my work and glad to hear that is looks fine. I think I will re check the valves using your system, I was told that it was more precise and better at avoiding valve overlap.
