Need edumacation on 40 B Govener

Ive taken the Carb off. Opened it up. It is as good as youd want after having been givin a new overhaul a couple months ago. It ran good till the other day when I tried to pull 2 14s with it. Then the engine tried to climb out of the tractor. I could stop that by pulling the rod going from the gov to the carb forward. I sprayed, Blaster at the entrance to the tube the cross shaft went to, and I wiggled it back and forth. it seemed to have a rough spot or catch at one end, I think when I pulled the rod forward. It will start, but vibration seems to cause it to race again. Whats your thoughts.
 
It sounds like you need to take the governor apart and go through it. That binding could be inside the governor. Clean everything up, replace worn or broken parts, then set it up according to the procedure in the IH Blue Ribbon Service manual. I haven't done one in a few years, but all the manuals and repair parts I needed were available from a Case/IH dealer the last time I checked.
 
How is that a problem?

Most, if not all, dealers sell parts over the internet these days.
This one even gives access to parts diagrams.
