A friend of mine has a 400 that the hydraulic pump had gotten smoking hot a while back. He had it rebuilt and tractor running again but it does the same thing in less then a minute the pump is scalding hot. Im pretty sure it has a relief valve thats stuck just unsure where they are located. I have used google and seen a lot of scattered photos of different machines. So thats why im here to know where they are located which I think are at the valve blocks maybe on top of them ??? Any help (photos maybe) would be very helpful. Thanks guys !!!
 
Clutch side between the dash and the gas tank under the hood. There is a screen and small orifice that get plugged(large flat blade screw head) and the spring under the cover can get stuck. Called the flow control block. Take two bolts loose that are diagonal and replace with longer bolts and then take the two tight ones loose. The cover is under spring pressure and the gasket is still available at CASE IH Clean up the parts that are loose and make sure they move freely. You don't have to get all the springs out just the ones that are easy to move.
 
Check the single/double acting selectors on the valves. IF those are set in between somehow, the valve will deadhead the pump. I encountered this on my 450 and believe it was deliberate to force the power steering to work.
