B high revving question

I tried to pull a 2 14 IHC plow with the B. No go. But around 10 mins after it started high revving. I could only stop it by pulling forward the gov rod going to the carb. What can I do about it.
 
Mine did that the last time I pulled it. Hoping it is a broken governor spring. Mine is set up for pulling and is turning about 2100RPMs when running good. I believe mine would pull them 2-14s
 
If the throttle plate is not quite centered perfectly, it can stick. test it by removing the link from the arm, and moving the arm to wide open to "feel" for binding. If none, do the same for the linkage. to the governor arm by the pulleys. if free, it may need governor attention, the main bearing has been a problem, as has other internal parts. Jim
 
If the throttle plate, remove the carb, look into the flange to see the throttle plate/shaft. loosen the screws, and center the plate by closing it all the way with the idle speed screw turned out so it touches the bore and centers. if linkage, look for contact with other parts, and bent binding connections. inside the governor you need a repair manual. Jim
