Hydro 84 fuel return pressure

I picked up a Hydro 84 and the return fuel pressure seems high. Previous owner had rigged the return line. It still leaked so I replaced it w new from CIH. Well then it blew the end of the hose that goes into the "T". I clamped that w one too big but had it. Still its pushing out. Is there a possible restriction in the return somewhere? Any common problems? I'm a bit more familiar w gas motors but needed to upgrade my operation a little.
 
Make sure the return line back to the tank is not pinched partially closed somewhere, the return side should be free flowing back to the tank. There's not much return from the injectors, most return fuel comes from the injection pump for lubrication and cooling.
 
There is indeed a blockage. Its somewhere in the tank itself. I blew air through it section by section. It's a new to me tractor. Looks like the fuel tank was just replaced w a used one based on no rust on the bolts. They likely replaced the tank had issues and enough of it and traded it in. Is there a good way to clean the line inside the tank? Drain it and stick some wire up there and see if I can clog it more?

I see at the top of the tank by the fill are two tubes. Is one of these the return or are they just some sorta vent? What's the inside look like?
 
I so far have gone w the jam method. Used some wire and got the blockage pushed up to the angles in the line near the top. For now I have the line rerun to the vent line and just have the cap cracked. It would be nice to get the proper line clear though. If I cant... is this line easily replacable? Not sure how it connects to the fitting at the bottom.
