H low compression update

I didn?t trust my 35 year old gauge anymore so I purchased a new one. After squirting a few drops of oil in cylinders compression came up a little, so I put about a tablespoon of oil in each one and came up to about 70 psi, I was hoping for more. This is with a fully charged battery (6 volt), all plugs removed and throttle wide open, I even tried with carb off no difference. This does have new sleeves, pistons and rings and as far as I remember when I rebuilt the engine 5 years ago everything was done by the manual specs ,( ring gap, ring displacement etc, )I appreciate the help so far and am looking for more advice in what to look for next. Has it been sitting say 6 moths or more?? If yes give it an ATF treatment and see if that helps. Fill the cylinders with ATF and let ti sit a week then pull the plugs back out and spin it over to clear the cylinder and check compression again it could have sticking rings and or carbon problems
 
Put a fitting in spark plug hole you can connect quick attach air compressor hose to with about 100 psi. Have valve cover off so you know valves are closed. Have tractor in 5th with brakes locked. Turn air on. Check intake and exhaust for leaks. As long as your at it you might as well listen in radiador for bubbling. If it's ok you could check in oil pan but not sure if that will tell you much.
 
It shouldn?t have any carbon in it being it was rebuilt 5 years ago and hasn?t been started since. It has been stored inside and I did manually turn motor by hand occasionally.
I will try the ATF treatment it can?t hurt.
 
5 years of sitting and not run means very good chance rings are stuck to the piston which in turn means low compression
