Still having problem with 300 IH

Sorry to bother you folks again .Still having trouble getting the ole gal to ladle down to 4-500 rpm.Here's what I had done so far.(1)- took tube loose to carb and this time I had my neighbor put on my lighted magnifier glasses and he said the tang is united with the slot.(2) Took the govenor breather top off and made sure the pin that is in the arm moved freely.(3) Took side cover off govenor.Made sure that the lower screw wasn't loose...it had Aprox 3/8 of its threads showing.The upper screw had Aprox the same 3/8 threads exposed.Started tractor while neighbor wwatched govenor while I tried to move throttle lever up and down thru it's arc .I can only move lever 3/4 in movement.And as neighbor watched govenor,he said the govenor weights were swung out and as I tried lowering throttle to idle nnothing changed.(4) We took tube off carb and neighbor used a screw driver to hold the slot on throttle shaft closed while I started engine....it actually was idling at 600 rpm smoothly.So while he held pressure on throttle I adjusted throttle stop screw to idle at 450rpm.Everything good so far.He hooked up the gov shaft tang into slot readjusted frt tube so shaft not binding and I started engine up.Neighbor said as soon as it fired up the gov weights flew outward and were back to square one with engine not wanting to idle lower then 1400 rpm.So anyone have any ideas or a good working govenor that I can just switch the old one out for? Are governors available yet for this old gal.She's a 1959. model.Again any ideas or pointing me in direction to get this up and running would be appreciated...thanks
 

Grumpy, a couple things to try: First take off the side cover again and back out the top adjusting screw on the spring arm until its flush with arm and not acting as the stop. See if that gives you any more movement of the hand lever. Start it up and see if it idles any slower. If still the same fast idle, the next thing I would do is stop the engine, remove breather cover again, pull hand lever to wide open, remove cotter pin and take out the 1/4" pin that goes through the clevis and throttle shaft lever. With the pin out, take a hold of the brass throttle shaft lever and turn it up and down. It should only move just a couple degrees less than 90 degrees and turn very freely. Now hold the the lever to the top of its arc of movement and see if the brass clevis and brass lever holes line up. If not , loosen the jam nut and turn the clevis up or down until the pin just goes in freely. I'm guessing you'll have to turn it down. Hope some of this helps. Bob

xx xxx.Bob thanks but as I mentioned in my post ..my neighbor already made sure that pin was able to slide into the Clevis freely then put in a new Vitter pin.I'm sure something is up with govenor.I bought this tractor at auction for 1200.00.Owner had passed on.From what I was told tractor. Kept sputtering and he pulled carb off to rebuild but had a heart attack and died few days later.Looking at engine govenor was never touched and caked with years of dirt and grease...bolts never touched on covers.So with that I'm hoping to maybe find a Gd used govenor reasonably priced ...my disability doesn't allow much after bills are paid.Again thks for your reply.
 
Governor weights flying out means governor is trying to slow it down so I would say the rod previous
poster said to adjust is most likely your problem. Governor and carb have to be in sync. One other
thing. There is supposed to be a washer between governor weights and thrust bearing. It sometime
gets lost if some one not familiar with governor has had it apart and if washer is missing , weights
cannot move thrust bearing far enough to get to idle. And of course, at low idle the upper screw in
governor should be up against the governor housing with throttle fully to low idle.
 
Bob; quick question. Some time ago i bought one of those "Denneys" pulling governor kits.
Included was a piece of small all-thread with heim joints on each end, no instructions,
so i have no idea what it was for? could this be to replace the governor spring? if it
did, how would it effect the tractor...Thanks; Joe
 

Joe, the heim joints and threaded rod would be used to replace the original clevis type vertical connecting rod between the rocker assembly and the throttle shaft lever. Nothing to do with the spring. I'm surprised, no instructions with a kit.
