IH 300 WONT IDLE DOWN

Hello purchased a used 300 utility that starts fine but will not idle down past 1400 rpm.My question is...when installing carb to govenor tube/ shaft..is the tang to carb suppose to be inserted with throttle plate wide open against stop or in regular idle position?.Carb and intake have been gone thru and are good.I've noticed before putting carb on that gov shaft will rotate nearly full counter clockwise is this normal? Have vent tube cover off and side cover everything looks clean no broken parts..heavy original spring is attached also.Did notice fly weights seem to be loose. And are easily lifted by finger....is this normal? And last question.If I remove complete govenor on left side of engine and replace it with another is there a special way to reinstall the thing...in other words does it need to be matched/ or retimed or can it just be bolted back on an settings adjusted? Sorry for long post never really dealt with the older governors only the 460-560 units.Any help or point of direction much appreciated.
 
There is a tang and slot in the carb to gov tube that are difficult to get right. If not your
symptom will happen. Make sure that is correct before fixing other things. Visible with a good
light, and a magnifying glass, or keen eyesight. The governor is not timed. Jim

xxxxThanks Jim for quick reply but do I need to have that square tang inserted into female on carb with throttle in wide open position or throttle closed .I know I placed throttle at closed position and tab was inserted properly .Is it normal for gov shaft to rotate fully around tho? Throttle linkage is loose and doesn't bind.A friend seems to recall throttle should be wide open when mating that tang to carb.
 
As Jim said,you missed the tang in the slot.dont think it matters if full or idle.however,I always have the throttle at idle when I pull a carb. The governor does not need to be 'timed' with the engine.Just bolt it on and go.The weights are loose. Normal.so is the spring. loose when engine is stopped.

Ok I disconnected the gov tube also loosened other end of tube...I used a pair of lighted magnifier glasses was a nice clear shot of seeing the tang is properly seated in the square that it's meant to slide into.....so that shaft to carb fit is right on. Tightened tube back up to carb and aligned frt of tube making sure no binding of shaft at tube end.....everything Gd. Hooked battery up and with throttle on 3rd notch on lever control on dash the engine will climb on rpm till it hits 1400 on tach and will not idle down.Even took off linkage at govenor to make sure it wasn't faulty binding throttle linkage....same thing govenor arm moves maybe 1/2 inch but you can't make a difference in rpm at all by moving arm back and forth at govenor....leading me to think somethings astray in govenor.Any other ideas out there.???.This tractor runs super smooth at 1400rpm just can't lower idle....I'm stumped/stupidfied.No air leaks at intake or carb dotted my I'd and crossed my it's till I'm blue in my face....
