Unknown F20 part / oil line routing

Picked back up an old project from a couple years ago, rebuilding a 1938 f20. Was going through parts and found this. Casted into it is the number either 7673-d or 673-d, the cast is a little messed up there. It has a spring inside it, and was never painted. Also, on the front side of the oil filter, how does the oil line, that connects to the governor, attach to the oil filter holder?

The pot metal piece in your picks is the oil pressure relief and it mounts on the oil pump near the pickup. Your also missing an elbow from your filter housing to make that line connect.
 
Alright, I kinda figured I was missing something from the oil filter housing. Thanks for helping me out
