Oil leak on governor for 53 Super H

I have an oil leak on the governor for a 53 Super H. I?m almost certain it?s coming from behind the governor where the shaft enters the governor from the throttle lever. How do I repair it? As always this is very much appreciated!
 
The seal is #46 in the diagram provided. To get to it the governor will need to be removed from the tractor and disassembled. Complex parts, you need a service manual to do it with certainty. Take multiple pictures as you go through it. Look for worn spring holes and bearing wear while you have it apart. Jim

Remove governor, 3 bolts 2 with heads forward of governor and one on bottom with head to rear. remove throttle tube at carburetor, May need to remove the carburetor to get room for governor to come out or take top casting on governor loose if wanting to leave carb on. Remove control rod from governor shaft arm and the ventilation cover on top of governor. If governor is working okay all needed is the following unless a problem is found. Remove the side cover, lever governor spring hooks to is on the operating lever shaft. Take the small pinch bolt out, Put a screw driver in the gap where the pinch bolt was and spread just enough to slide the spring operating lever off the shaft. If the governor is off the engine all you have to do is remove the small key in the shaft and slide the shaft out. seal comes out the back. lots of the shafts are worn at the seal location and housing wall location. Hopefully it's good enough so a new seal does the job. Gaskets may be needed
