When running, seems to pull good and has no problem with the mower. Oil is clean, anti freeze in radiator looks good. Hard to start first time, when cold. Spins over very fast for about a minute and a half, then starts coughing, blows out greyish white smoke, then starts up and exhaust is very clear. I hope I'm not seeing low compression. Seems to run strong once it starts.

Are you using the choke? It's not fuel injected.

Most carbureted engines need some amount of choke on the first start of the day. How much, you have to let the tractor tell you. Some require just a quick in-out, some need the choke set until it's been running a bit. Every engine is a little different.
