International 4500 all terrain forklift transmission troubl

Thank you in advance for any help with my dilemma. i have been banging my head against the wall with this. i have an international 4500 all terrain forklift with the short lived torque converter transmission. When i got it the tractor would not move forward or reverse. I had the hydraulic portion of the transmission rebuilt and now i have reverse, but when i put it into forward the tractor rolls forward about a foot and then bears down as if it is in forward and reverse simultaneously. I had the hydraulic selecting valve inspected and rebuilt and all appeared to be working. Is there something inside of the transmission that is either stuck or not shuttling correctly for this to be happening? Any help would be huge i need this forklift and am running out of ideas. Bearings (especially Needle bearings and roller bearings can go diagonal in one direction and lock up a shaft dramatically. They will roll
perfectly the other direction like magic. I suspect that is the case. I would try to isolate the fault by getting it jammed going forward and
experimenting with shutting it off and pushing it forward in neutral, and other options for analysis of any freedom of motion. Jim
