1945 Farmall A Rear Wheels locked up

Hello I have a 1945 Farmall A that has been setting in my buddies drive way for a few years now. You know one of those projects to get to. Well, we wanted to move things around in his driveway and we noticed the rear wheels were locked up. Had it in nuetral setting there.
What do you all think this could be caused from? How to fix this ? TKS
 
Gene's suggestion is very likely what you need to do to solve your problem.

If lining up the shifter rails in their neutral position does not help, the brake bands might be frozen (rusted) to the brake drums. Disconnect the actuating rods from the brake pedals and push back on these rods. With the transmission in neutral, rock the tractor backward/forward repeatedly and they may break loose.
