Farmall a and super a govenor to carb rod

I worked on a problem with my throttle linkage on my 1950 super a this weekend. The tractor started good and ran great, but the throttle would only idle low if you pulled the hand throttle back beyond the last tooth on the quadrant and would run WOT at about 3 teeth from the furthest rear potion of the quadrant. Used the procedure in the manual to set the governor rod to carburetor linkage rod. The procedure says to disconnect the clevis pin that connects the governor arm to the carburetor rod the runs along the left-hand side of the block. With the hand throttle all the way forward (to WOT) and the carburetor rod pushed all the way rearward (toward the carb) the pin should slide in the two pieces without any misalignment. Well, mine was off by about 3/8 of an inch or better. I adjusted the yoke as far as it would go and started it up and it ran much better. Idles low and slow between the rear most tooth and half way on the quadrant and what sounds like WOT all the way forward. I think I have it fixed, but what I don't understand is how it got like this. The yoke that I adjusted was frozen and I had to heat it to get it to free up, leading me to believe that it had not been adjusted since new possibly. Also, the governor arm had spring tension on it, so I don't believe I have a broken spring in the governor. All the other throttle linkage and connections look untouched from factory. Strange. Anyway, I also noticed that looking at a couple other tractors around the neighborhood, they have had 1 to 2 inch extension piece added to the governor arm where the carb rod clevis attached at an upward angle. Mine did not have this modification, but just wanted to know if anyone had seen this before or knew what it was for? Thanks!
 
I would say someone tried to increase engine speed by adjusting that rod. I have seen it done before.
