The hyd fluid is put in near the brake pedals on the floor board, pull out the dipstick,it takes about a 1 inch funnel!! It's ok, and recomended by most to overfill it by 5 gals.
 
Hyd filter is located down on the lower right side of the rearend housing and is tear drop in shape . Now as for your PTo problems i would need a LITTLE MORE INFO.
 
you put the oil in by the dipstick just left of the left brake pedal in the hole in the platform. this fills the entire hyd system. the pto has its
own hyd pump and over filling it by 5 gallons doesnt do anything unless the pick up tube has fallen off. which is rare. to check the pto operation
take the plate off above the pto unit and check that the shaft is turning in the transmission. if things are working then next you can have someone
check the pressure there is a small plug on the left side of the pto unit should be 220 -240 psi. if no pressure there is a small pin about the size
of a pencil lead that breaks in the hyd valve. to check this follow the rod down that turns the pto on. directly under that rod is a plug under the
pto unit unscrew it and it the valve falls out you have to take the nut off the top that the pto rod is hooked to and shove it out the bottom replace
the pin and put the valve back together and have some one set the pressure 220-240 psi
