Adjusting Idle

I need to adjust the idle on my 1955 Farmall 100. The manual says to make the adjustment at the governor, but a YT post from years ago suggested to not mess with the governor. Thoughts?
 
Speed is adjusted on the stop screw near the linkage on the back. The mixture is adjusted on the top front. I can't be more specific because there are more than one carb that may be on it. Jim
 
It's a Zenith 213348. There is screw on the bowl, one just above the bowl on the throat, and the stop screw on the back side with the linkage.
 
Adjust the mixture to the highest speed it will run with the speed setting screw left alone. Next reduce the speed to the desired rpm with the idle speed stop screw. Repeat the first step, then the second. It then should idle well. Jim
