govenor adjustment

How do I adjust the govenor on my tractor? When it is time to kick in I have to chock the engine, then the govenor kicks in. I have a1947 IH supe rh.
 
My understanding is it is a complex procedure, and that's why the hold-down bolts have holes in the heads for lock-wire, so it makes it difficult for average farmers to mess with it. I think the procedure is in maintenance manuals.
 

The issues you are experiencing are much deeper than just an adjustment. Sounds like a total rebuild of the governor is in order.
 
There is a high speed adjustment on the carburetor. it is turned in too far. The screw is shown in this picture at the bottom.
turn it counterclockwise 1/2 turn at a time till the tractor will take the throttle with no stall. Dont over do it, find the
setting that is just a little more open than makes it begin to hesitate (about 1/4 turn). Your tractor must be a regulat H if it
is a 47. Super H production started in 53. If it is a super H the screw is still low on the carb, but is facing forward. Same
issue. Jim
