Case IH 4230 Hydraulics Slow

Do not really know a lot about these tractors. I just put a clutch in, now checking over the hydraulics. The hydraulics are slow. Mostly notice with the loader, it will go up slowly and lightly shake. I changed the hydraulic filter and no change. I hooked up my flow rater, the flow rater shows around 10-12 gpm at 0 psi but hard to tell due to the indicator shaking so bad. I had around 8-10 gpm at 2000 psi. I read there is a transfer pump and screen. How to you access the transfer pump and screen to check over? Does the transfer pump send oil to the hydraulic pump? Is the hydraulic pump behind the MCV on the left side of the tractor? Thank you.
 
Hi 4230 should have 17 GPM pump. How is loader connected? Via remotes or by power beyond under right side of seat deck?
If power beyond hookup where does loader return line go? Under right rear axle?
There is a splitter valve in the MCV that is supposed to give 3 GPM to PS, PB and oil cooler and remainder to 3 PT and remotes. This was a problem in the older models of those Doncaster UK tractors. Quick fix was to dead head the remotes or crank Steering wheel to the left until the relief valve buzzed and that would most often free the splitter valve.
