BN carb questions

a new to me BN, serial 140438, with a non-BN replacement engine - runs pretty well. Tractor is on SIL place, operated by him.
Marvel Schebler carb.
Vacuum at idle is a steady 17"
Appears that the air breather cup filled with gas, so I jumped into sediment bulb, carb, etc.
Removed gas line at carb - sediment bulb shutoff stopped all flow.
Fuel level OK at 5/8" below bowl gasket. Fuel stream out of bowl drain is steady, but not heroic.
Separated bowl from carb.
Choke plate is not a full circle of brass, covers about 3/4 of inlet. There is a hinged piece attached to the
choke plate that seems to provide additional choking - under what conditions? How does it work?
The inlet drain is an open 1/8" hole, not stopped up- I expected some screen material, but it's just a straight hole in the bottom of the inlet pipe.
No tag on bowl screws, - the top surface of the bowl casting has A103 stamped on it. Does this identify carb model?
I'm guessing gas was not shut off at tank - needle valve stuck open - gas ran fast enough to overflow the inlet drain - got to the air cleaner cup.
Ideas? Questions? Suggestions?
 
Not a carb person . Though would guess your needle valve is not shutting of good if you have gas filling the oil cup in air cleaner. I would think if it got that high the crankcase would be full of gas as well as the air cleaner.
 
Carb is most likely a TSX156 or 157 both use the same kit for rebuilding. As for the choke plate the hinged part should have a spring on it such that it keep the part closed till the engine starts and then vacuum form the engine running can open it to keep from being choked to much.

From what you say sounds like the float needle is not stopping the flow of gas because of the seat not being tight or the needle has dirt etc. keeping it form closing or if rubber tipped it does not have a set in it of the rubber part is bad
