ok guys I have the block cleaned up and this is what I come up with so far. laid a 24 inch straight edge across middle and both side a .0015 shim will not enter any place on the block so I feel I good there, the head is being sent out to be redone so they will take care of that. checked bore and the top of each cylinder on the block with out sleeve in the check 3.810, with a bore gage I do not check any cylinder grater than .004 out checking down 4 inches and then each one show it opens up and they look bell mouth on the bottom. the book says the sleeves should go in with between 25 and 75 lbs of pressure for the slip fit sleeves.
I think my problem was in the head and since finding that the head had been off as it had a fel-pro gasket on it and some of the head bolts we not very tight and the book shows 75 foot lbs on the first pass then going back and torqueing at 125 foot lbs on second pass. also some of the ring broke when taking them out and 3 of the sleeves are showing score marks on the sleeve walls. I do not think I need oversized sleeves, what do you guys think? I feel most of the problem was in the head not being installed right as I plan to get the in frame overhaul kit lined up this week. feed back welcome and thanks for the help.
 
did you check for roundness by checking both directions in the bore? Did you also check the depth of the counter bore where the lip of the sleeve sets. I would think for the block to be flat you would need a thinner gage more like about 5 thousandths to know for sure the block is flat or with a light behind the straight edge. No light coming through under the straight edge.
 
I'd use a bottom tap on each bolt hole to make sure it's clean. Your .0015 gauge is thinner than .005 so the deck is good. Might want to double check the block bores top, center, and bottom, two places each just to make sure..
