Farmall Super H brakes

Been working on my Super H disk brakes.I am putting everything back together and it seems the brake cover holes don,s line up right .took the part off
that has the seal that fits around the brake shaft replaced the seal and o ring put it back on making sure to line the holes up started all the bolts to
make sure they would start then put the cover on and started all the bolts back in when tightening the top four seem to feel pretty free going back in the
bottom two feel snug going in. even when starting those two lower bolts it was hard to get them started. Anyone had this issue did I put something back
together wrong I thought I had every thing lined up right by marking it. Any suggestions helpful afraid to tighten those bottom bolts afraid of twisting
them off.
 
If you're talking about what I think you're talking about, I don't see how the bolt holes could NOT line up???

The brake cover is a solid cast piece. The threaded holes are drilled into a solid cast housing. Nothing's going anywhere.

Do you have the wrong cover on the wrong side maybe?
 
Just replaced seals and installed new discs on my Super H. Everything went back together easily.

Trick is to mount the complete brake assembly on the spline shaft, then thread each of the 5 cap screws just a turn or two. Note one cap screw is SHORTER than the other 4 - make sure it goes into the correct hole on the brake cover!

Now gradually and evenly run all 5 cap screws in to draw the cover in - they should turn easily until the cover is fully seated. Finally tighten the cap screws evenly.
