2444 hydraulic problems

I have a new to me, 70 2444. I have had it for a few months and it has now developed a hydraulic problem. Everything works fine for awhile then it slowly starts to loose hydraulic power. The steering gets hard and the bucket and gannon stop working. I?ve changed the filter on top of the trans, next to the steering and I have the suction filter from the diff area ordered. When checking fluid level in the diff plug behind under seat, I noticed it was empty and all the fluid was in the transmission. When I pulled the plug on top of the trans, hydraulic fluid gushed out. Why is it not returning back to the diff area? If it sits long enough, it will work again, then repeat. The tractor has the single hydraulic pump on the side of the engine, next to distributor.
 
Hi some of those industrial model 2444s had a tube that connected the regular hydraulic reservoir under the seat into the trans/diff housing. The purpose of this was to increase the capacity of the hydraulic reservoir. Usually this option was on tractors that had an additional hydraulic pump driven by the crankshaft.
The 2444 has an open center hydraulic system, there is a plate under the seat that can be removed and with engine running at a low idle you should see the hydraulic fluid circulating.
