What gauge wire do you use to run through the holes drilled in the bolt heads?

What you want is stainless steel lockwire. I can't tell you the diameter, you want 1/2 to 2/3 of the diameter of the drilled hole.

It can be bought at mcmaster carr. The J- tool for twisting is same as a rebar tie-wire twisting tool. In that case, two loops are formed in the wire ends after passing thru the bolt head. Wire is twisted, then the excess is fed thru the mating bolt head, and one more twist, cut it off and bend back the super sharp end. The twist is aligned so that if one bolt loosens, the relative motion of that, transmitted thru the twisted wire, tightens the mating bolt more.
