Just bump the housing on a wide open vice and it will fall out , I see things that need addressed here that you do not see , the arm with the spring is the bushing is GONE like 98% of them are along as the one in the arm going to the throttle linklage . The org ones were made of a hardened steel and were not pressed in tight enough and MOST have fallen out over the years . This causes the spring to fit in sloppy and causes the gov to not work as it should . when i do a rebuild on them i make up bearing bronze bushing and PRESS them in but one has to be vary careful as not to break the castings . The hole in the bushing needs to be about .005 over sized of the spring wire and both sides of the hole need to be champhered due to the curve of the spring . The spring must be tight some what but with no binding .
