340 not starting

Could parking on a hillside effect tractor not starting? Due to wet conditions parked on hillside month later tried to start tractor would not start and gas coming out of carb. Had carb rebuilt and same thing. Even tried fluid. Any ideas or what would be my next step.
 
As with any tractor trouble shoot then parts NEVER the other way around or you will cause more problem then you fix.

#1 check that you have a good blue/white spark at the center wire of the distributor cap and at all the plug wires that jump a 1/4 inch gap or more.
#2 pull the carb drain plug and make sure you have a good steady flow of gas that will fill a pint jar in less then 3 minutes and yes catch it to look for dirt/rust/water. Doing that might have stopped the leak problem by the way.
#3 when was the last time you service the air cleaner it could be full of mud and water.

Wet condition do tend to cause ignition problem by the way
 
Along the same lines if the distributor was uncovered by parking on a side-hill, it could have gotten out past the "drip line" of the hood, and collected moisture.

I had problems with this (although no side hill!!) with my SA for awhile, this green crud kept building up on the inside of the distributor cap when the tractor would sit for some time. A little work with a pocket knife or even a mini-screwdriver to get rid of the "crust" usually got it working again.
 
pull a spark plug out. lay it on the top of the oil filter so the tip of your plug is grounded. turn your engine over. you should see a spark on the end of the plug. be careful not to hold the plug unless you have something rubber between your hand or it might shock you. you can use a screwdriver with a rubber handle.
 
the coil needs the battery voltage applied, and needs the "signal" from the points opening to collapse the field and discharge on the secondary side, into the spark plug.

So there are a couple things to check...that battery voltage is being switched, and that the on/off signal from the points is working correctly.
