Make sure the battery cable ground connection is clean at the tractor body.

The switch may need its holes ovaled to allow it to touch the lug. Jim

Check and clean both ends of both battery cables. Connections must be clean and tight. If cables or clamps look corroded replace them. Tractor end of the ground cable should go to a bolt on the main frame as close to starter as possible, not through rusty battery boxes and sheet metal.
