560 hydraulic problems.

So I have working on and off on this 560 trying to get the power steering working. Changed pumps, gaskets, O-rings and even split the thing to replace the one in the middle. Today I put a valve on the pump to check pressures and found it I think lower than what it should be but the transmission was making the oil foam because of being low. Corrected the low problem but the pressure only came up to around 700 at idle, may still have foam. I decided to look into the valve on the front and I think it is junk because the spring was part way out of the washer on the nut end. I tried to get the nut off and it just spins the shaft and the clevis stays still. How do you get it apart or should I just replace it? I can hear the pump relief open.

You mentioned changing pumps, gaskets etc. Have you changed the transmission oil filter on the opposite side of tractor from pump? Is the regular hydraulic pump working ok? On the intake tube from the filter to the pump there is a seal that needs to be in the right place on the tube to seal correctly. I had trouble on my 560 last summer, turned out to be a screen in center of hydraulic filter was obstructed.
 
Have replaced the filter 5 times, new tube between pump and casting once, main pump has good pressure , twice on the oil, new o-rings on pump and new gaskets. When I looked in the transmission at the oil level plug the oil seemed churning quite a bit, but that was before filling it above the oil plug. I can't see in the books I have how the spring in the front valve is supposed to be and I should be able to get it apart. I think something is not right with the centering spring.

More pics after splitting the nut. Seems to have a washer out of order and the main control part does stick when trying to move in the bore. The clevis piece has a lot of play. My book shows very little of this.

Success at last. I was going to leave this until tomorrow but it was leaking oil all over the floor so I took another look at the CASEIH parts site and decided the washers were in the wrong order. Put them in the way the site showed and used two nuts to hold the clevis shaft in place. Put it back together and now have steering assist. Yea. Thanks for the prompt to go back even though I had never taken this apart as it was that way when I bought it almost three years ago. According to the dirt it had been that way a long time.
