300 Utility Power Steering

The steering on my 300 U is very difficult to turn. Like manual steering but worse. The gears and levers are all fine including the rack and pinion on the assist cylinder. I have been working on it and found a chip in the land on the directional control valve casting in the middle of the steering shaft. I brazed it up and bored it out. Works better but not right. I have found a used valve but I want to make sure it's the valve and not something else like the priority valve or another stuck directional control valve. I have two DCVs on the side of the reservoir. These valves have nothing piped to them and all ports are plugged. The steering won't work any better by moving the levers on the DCVs. The oil in the reservoir gets hot very fast. I'm looking for hydraulic troubleshooting advice/help. I have access to all means of hydraulic test equipment including hoses, flow meters, spare cylinders, gauges, etc.
 
The safety regulator valve in between the rear lever, and the reservoir has a plugged screen or orifice in the pilot valve. That small valve controls pressure to the system. If plugged (screen or orifice) it will apply full output pressure with no where to go. The steering priority valve may also be stuck closed. When they steer real hard, they are actually not getting pressure to the steering box. Jim.
