No voltage on Diesel IH 460 Utility

I recently went to polarize a generator and nicked the wrong terminal. I assumed I blew out the voltage regulator and just through a new one on I had. The fuse at the dash was also blown. Put a new fuse in and I have no voltage at the dash. Nothing at the regulator or Ignition. Any ideas? Not great with electrical.
 
Start at the starter solenoid where the battery cable attaches. using a test light, from a good
shiny ground, there should be 12 volts If not it is a battery connection, if yes, go to the fuse,
It should have volts on both sides. Then go to the key, it should have volts from the Bat terminal,
and volts when turned on to the coil, and when in the start position it should show volts at the
starter terminal. From the battery ground there should be volts to the Bat terminal on the
regulator. At any point there is no volts, the connections, wires, or device could be bad. Jim
 
So I wrenched the dash cover up (since the steering wheel and throttle are seized) and was able to read voltage at the ammeter and ignition. Prior there was nothing at the ignition switch, so I am thinking short? Anyway this time there was power to the starter switch, but as soon as I bumped the starter it blew the fuse....any thoughts?
