When I bought the tractor it had a coil spring that is anchored near the front of the engine and the other end is attached to the carburetor where the governor rod connects to carb. When I removed it the tractor ran so rough, I had to hook it back up.

I was at a tractor show 2 years ago and I saw the same setup on another Farmall C.

Is this a cobbled-up solution to compensate for a governor problem?
 
Yes it is. Probably did it to keep from having to open up the governor case and fix what was wrong. The other guys and girls on here may have seen this before. I would not run my Super C with that kind of setup.
