What is the purpose of the small hole in bottom of carb?. I read somewhere it should have a piece of felt over or in it.

that is the gas drain when using the choke. its covered to keep dirt from being sucked in.

It is to allow condensation to escape. Otherwise the water would just accumulate in the bottom of the carb and then be drawn into the engine. Yes, there should a filter of some sort in that hole. Original filter was made of felt. There is also supposed to be a steel welch plug to hold the filter in place. The welch plug will have a small hole in the center.
