Farmall 560 weak hydraulic

Been having problems since I got this
tractor with hydraulics. I replaced the
hydraulic pump with a 17gpm pump, replace
the suction tube and seal between the pump
and the filter. Replaced the O-rings in the
valve stack. Removed the safety/regulator
valve clean it and inspect the orifice and
clean it as well. When it runs I have to
rev the tractor up to get the loader to
move and it will move slow and it will
shutters while raising it up (loader
cylinders have been rebuilt). When you put
the lever back into the neutral position
the hydraulics will make short continuous
squawk noise. Rev the tractor to an idle it
will go away. I assume my problem lies with
the safety/regulator valve that something
is binding.
 
I have been told to run the tractor and rotate the single to double control between the clutch and brakes slightly and see if it goes away. There is a pilot passageway in the valve that may not be in alignment. I have not tried it yet as I parked mine till spring to see if it works.
 
you don't mention changing hydraulic filter. When I got my 560 previous owner said there wasn't a hydraulic filter so mine was full of stuff that looked like you might find in a baby diaper so it took a couple changes to clean up system. I also had to change hydraulic pump. I put a new spring in the safety valve hoping to boost pressure a little. There were several types of hydraulic filters used in those at different stages if you haven't checked that out.
