Had that problem on my '41 H. Replaced the bearing at the front of the worm gear and a new U-joint on the steering shaft. $25 and 1 hour of my time and it was fixed.

Check the ball thrust bearing on the worm gear. Take off the grill to uncover the steering gear. Then take the beg plug out of the front of the steering gear (watch out for the oil!). Then take the steering wheel shaft loose at the universal joint and screw the worm gear out. You will see the ball bearing attached right in front of the worm gear held with a castle nut and cotter pin. Check to see if the bearing has play in it. If it does, get a new bearing and install. This bearing costs less than $10 and must have minimal play or you will have the problem you state. Also can be cause by the lower bolster bushings and bearing. Quite a bit more trouble to fix those.

Take off the top plate and tighten--helps a lot.

Lance - Could indeed be worn worm and sector gears. May also be caused by worn or poorly adjusted bearings supporting the worm shaft, worn pivot bushings in the fixed bolster, or a sloppy universal joint in the steering shaft. Often it's a combination of all the above...
