Replacing the steering bolster pivot shaft oil seal

My recently purchased 400's steering gear housing was pretty much dry when I got it. I now know why. It leaks when I added 80W gear lube. I have no experience with bolster repair, Am I correct in assuming that the shaft must come out and the oil seal is up inside the bolster, and visible from the bottom looking up. It is not inside the gear housing, correct? I am drawing conclusions based upon the exploded parts view on the case/ih website. Thanks for your replies!

Cleaning it out with solvent, then filling it with JD corn head grease, or Mobil-1 red synthetic chassis grease solves the problem. If the steering is way loose and you need to fix it, ignore this. It would then need to come apart, starting with the lower bolster. Jim
