I have a D3B dozer and the service manual that came with the dozer is not for this dozer. It starts with 23y1 and up.

My problem is the steering clutch for the right side is not working. The service manual that I have shows adjustments but they don't look anything like what I am looking at.

When I bought the dozer last spring the owner told me he just had new clutches and brakes installed. Of course that is his tell.

Can someone tell me if there is a way to make adjustments on this unit.

The only way you can turn it to the right is go all the way down on the brake which should not be.

Here is what you need to do.
Find the brake adjuster screws. They may be under a couple of oval plates on the steering clutch covers, have a 9/16" Hex protruding through said covers or have an extention up beside the seat with 9/16" hex.
Turn the adjusters up tight on both sides, then back them off 1 turn. Take the rear pin out of the brake linkage rod, loosen the yoke on the rod and adjust it as short as you can and still insert the pin while pulling back the rod and pushing forward on the lever. Tighten the yoke lock nuts on the rods.
Now peddals should have little movment, back off adjusters untill the peddals move about 3 inches freely.
Drive the machine around and see if it will steer in both directions with a "Light toe pressure"
I have much more to say on this topic but I would like you to try this and come on back then we will talk more. It works best this way.

Made the adjustments and still no steering. Today I am going to try to remove the cover and see if I can see anything.

Pulled the cover on the right side and in the bottom there is about an inch of water took dry vac and got it out. The person that had put the new clutches in left out 4 bolts and that let the water in.

There is a piston that has adjustable threads on it but I don't have anything that shows how this is suppose to work or make adjustments. Anyone ever made any adjustments?

I think the problem is with the piston not releasing the clutch. The clutch does not slip you just have to stand on the brake to get it to turn to the right.

The arm that the cyl. moves acts like it is stuck. I don't know how hard it should be to move but I applied quiet a bit of prssure and it does not move.

Any suggestions?

I think I have found the problem with the steering. Where the water was in the bottom of the compartment it got up to the brake drum and got water and oil on the brake lining. When you push on the steering for the right side the brake does not grip it tight enough to turn. I am going to spray some brake cleaner on the brake lining and try to get most of the oil off.
 
Clean it up and then try it again.
If the brake's aren't working too good then try steering with a blade full of dirt or a heavy load on the drawbar. That load should compensate for poor brakes and when you release a clutch it should turn.
Come on back with what you find.
