530 IH Dresser loader transmission

I have a 1979 IH Dresser 530 4 wheel drive loader with 3 speed powershift transmission.
When you start it when cool as when it hasn't run for a while, You can put it in reverse and it travels fine. As soon as you go forward as to into the gravel bank and get a full bucket it doesn't want to back up (no power). After you sit for a short time or try to rock it back and forth it eventually will go backward. If you take it for a ride as to warming up the engine and transmission it works better in reverse, never a problem in forward. Once the transmission oil is warmed up it works fine all day, having plenty of power both directions although a sight hesitation going into reverse, but once it's in reverse, plenty of power.
I was thinking possibly the control valve. Anyone have any thoughts.
