IH TD-35 TracTractor

Hey whats up, Im new to the site.
my dad has an old TD-35 crawler that hasn't run in quite a few years. A couple years back we drug it around with a tractor trying to get it going but no luck. I know it will have to be done again but the fuel system was drained and fresh fuel was used.

other than this where should i start?

Sparks are sparking? Manifold is snapping properly? Carb is getting gas? Decompression linkage is moving freely? Does it have the old injector pump or the replacement IH pump?

Not trying to be a pessimist, but dragging them around is usually the kiss of death for the crank bearings. People try to start them on diesel (bad idea) before oil is pumped into the bearings. (An even worse idea)
