Case 580 CK Governor Not Working?

My 69 gas 580 suffers a real loss of power under load and I think the governor is not responding to any load at all. I had a problem after it sat all winter unused and had to spray the pivot shaft with PB Blaster and then tap on the pivot to free it. I think now that i was only able to turn the pivot shaft in the collar and the governor is frozen up as well? Any experience out here on how to be sure and what to look for if I have to get into the timing cover. It is not looking like any simple task to get past the loader etc. Thanks Ralph
 
Are you sure that's a 580 model? I think it may be a 530CK as I have one about that vintage. Those governors on the 159 gas engine are famous for freezing up and they are a pretty cheezy setup. If you can't get the pivot shaft free (with the linkage disconnected) then the shaft bearings are froze or the governor weight mechanism is froze and you will have to go into the timing gear cover to access it. I converted mine to direct linkage (no governor) years ago.
 

It is a 580 but they probably used the same setup. I am wondering how you do not have a bogging under load problem by removing your governor from the operation of the throttle? I thought the purpose of the governor in the operation was to keep up with a load demand placed on it? Do you just over rev when getting into a load? Ralph

Yes, I just work either the hand or foot throttle. Works ok....at least better than a froze up governor. I'd fix it if it had significant impact on the operation but so far it has not been a problem.
 

I am going to have to fix mine as it won't even pull itself up a slight hill without bogging and me over revving to get her moving. If anybody has been into one of these governors and has any tips or info, I would sure appreciate your input. Ralph
