ford 4500 backhoe brake adjustment

I have just purchased a ford 4500 industrial with a backhoe and loader.

It has brakes but the pedal goes almost to the floor with not much holding power. I understand there may be an adjustment for this. Does anyone know how to do this, or could give me some insight to what I need to do? Am I talking a complete brake job? If so, how?

There is adjustment in the linkage under the floor. According to the owner"s manual:
1. Disconnect the return spring on the Right pedal, allowing the pedal to drop. Push down on the pedal to take up any slack in the linkage.
2. On the linkage under the floor, loosen the jam nut and turn the adjusting nut (near the clevis) so the Right pedal is 1.5" to 1.75" below the left pedal. Tighten the jam nut against the adjusting nut.
3. Repeat Steps 1 and 2 for the Left pedal, but turn its adjusting nut so the Left pedal is even with the Right pedal (make sure they are even by engaging the lock that holds the 2 pedals together).
4. Reconnect both return springs.
