Cat won't steer when cold?

On my 931B Cat, when I have went to use it in the cold weather, after it's been sitting for awhile, it won't steer. I can stand on the pedals and nothing but after I drive a couple hundred feet, it steer's properly. Could just the brake drums or linings just need to warm up a bit? I don't think there's water in it or it would stay frozen. I usually pick the tracks off the ground before I try to move in case they're frozen to the ground. Just curious if this is a common thing or not. After the brakes free up, the machine works good. Dave
 
Change the oil in the steering change the filter.your pump sounds like it is loosing prime. The steering reservoir uasally gets neglected
 
Let it idle and warm up the trans oil Dave. The steering lines are very small and the oilflow is slow. When they where new delayed reaction was a problem snd had to put on bigger hoses.
