Battery was low, but must have had enough to stick the bendix to the flywheel ring gear.
Charged battery is only making a loud click. With the loader arms down very difficult to get to the starter, or flywheel, Trying to rotate the crank via fan belt via the alternator doesn't work. Yes the fan end of the crank normal rotation is clockwise.

What do I do? Pull the radiator and try to turn crank via the nut on crankshaft?

Just looking over my 317G, I can't see a starter! It looks like tilting the cab up would be your best bet.

Weasel your way in somehow with a hammer and tap on the starter see if you can wake it up just once to get the loader arms up. Bucket off. It doesnt appear like that will help much though. I am assuming the cab might tip up but it is the flavor of skidloader Im least familiar with and most other brands that wont help you reach starter. My guess is unless theres a skid plate or removable side panel you are correct its going to be tearing the rear apart to get to the starter. Its not ideal but if your neighbor has a tractor you can probably raise it by disconnecting cylinders and using a tractor to raise it. Then safety bar in and away you go.

I don't see any easy answers to your problem. Looks like you know the options. Getting to the starter is a sure fix, if it is jammed. Turning the crank may work, or you may have to go to the starter if that doesn't work. Your choice as to which you start with.
