1984 Komatsu D41S-3 steering issue

I have included a you tube link to show the problem i am havingwith the machine steering. The steering pedals are nto reacting. I need to stand on either pedal, then it will make a pop and lock that side, but will alos want to stall the machine if I hold it long enough. Here is a list of information below and the link. Any help will be greatly appreciated!

Machine sat indoors for the last 3 years, but steered fine when parked.

Checked the fluids in the steering system- full
Checked the final drives- full
All linkages greased and moving

What appears to be happening is that the clutches are not disengaging and when you apply the brake it is stalling the engine,avoid doing that,I think that the steering pump has lost it's prime while the machine sat idle,in other words the oil ran out of the pump and now it will not lift it again,find the inlet line to the pump, remove it and fill the pump with oil,take the cover off the filter and fill it also, button it up and start up let it run for a while on low idle and then try it.

Thank you AJ. I have filter ordered. I was thinking maybe the filter was clogged, but I didn't think of the prime issue.
